The core difference
Todoist keeps your tasks in a cloud account and syncs them to every device you sign in on. That is its strength: add a task on your phone, see it on your laptop. Todoist also supports offline use, but it depends on being signed in first and on a later sync to reconcile changes.
Minmento takes the opposite approach. It stores your data in a file on your Windows PC and has no sync service. That is a limitation if you live across several devices, and an advantage if you want your tasks to stay put.
